Is there such thing as a pressure regulator of still water?

I just bought a house and has a water pressure regulator, which should really be replaced by a plumber told me that is not optimal. I noticed that makes clicking noises every time a key water or toilet outside. This is a hammer, it's just clicking noises I'm sure the water pressure regulator. Is there such thing as a "silent" pressure regulator Water that noise?
